Mintimer Shaimiev, ‘The scientists should have an opportunity to sell their ideas for good price’
Tatarstan President Mintimer Shaimiev has taken part in the first session of RT Academy of Science meeting.
The chairman of RT State Council Farid Moukhametshin, RT first vice Prime Minister Ravil Muratov, the heads of the republican Ministries and departments, the members of RT Academy of Science’s Presidium, the rectors of Institutes of Higher Education, the managers of industrial enterprises, and the directors if Scientific and Research Institutes have taken part in the meeting.
During the event Mintimer Shaimiev presented new RT Minister of Education – the doctor of humanitarian sciences, professor Nail Valeev. According to the decree of RT President, Rais Sheihelislamov was relieved from the post of RT Minister of Education and Science. Mintimer Shaimiev pointed out that last time there are a lot structural changes in out republic. They are connected with dynamic reforms in our country. “Everything is aimed at reforms’ fastening. We have no right to be backward”, he underlined. The head of the republic thanked Rais Sheihelislamov that he headed the department in difficult time, when the changes in the area of education and science were necessary.
The president of RT Academy of Science Ahmet Mazgarov reported about results and main tasks. Among Academy of Science’s priority tasks he named the holding of researches and its coordination with Institutes of Higher education and scientific centers; the participation in innovational activity; reform expertise in economic area; the preparing of well qualified staff; international cooperation and some others.
RT President of Academy of Science also named the most outstanding achievements of Tatar scientists for recent years. Among the achievements he named the production of desulphurization catalyst (it is used by foreign companies); scientific escort and projection of Kazan subway; the projection of centrifugal and screw compressors; nanotechnological researches and many others.
According to Ahmet Mazgarov, in humanitarian area it is possible to distinguish the publishing of three volumes of “Tatar encyclopedia”, “Tartaria Atlas”, “The Tatar history form the ancient times” and many others.
Coming out before the participants of the meeting, RT President underlined that accepting the program of social and economic development in 2005, our Republican authorities mad a stress on innovations. Modern transformations are so dynamic that there is no other choice for Tatarstan development. Mintimer Shaimiev pointed out the following perspective scientific branches: nanotechnologies, biotechnologies, energetic and information technologies. According to RT President, achievements and potential give a hope that high technologies will develop in the branches, which always have been the strong side of the Republic: aircraft building, helicopter engineering, and instrument-industry.
The head of the republic also indicated that last week Saint-Petersburg international economical forum showed that the world attention is focused at high technological areas of economy. Due to good raw material base it is possible to repair in omission in areas, connected with science.
Mintimer Shaimiev also pointed out that it is necessary to integrate science, Institutes of higher education and business. He has been sorry that technical park Idea has not yet become the innovational ground for the Institutes of Higher Education. The head of the Republic made a stress on the tasks and perspectives of technical parks, created in Tatarstan: Kazan techno-police Himgrad, IT-technical part, and a technical park in the area of high technologies. “The most important thing is that the scientists will be able to sell their knowledge and ideas for high price”, he has underlined.
Summing up, Tatarstan President indicated that during the meeting with the creator of “Singapore economical miracle”, Singapore Minister Mentor Lee Kuan Yew, the high guest said that our republic has very good potential. According to Mintimer Shaimiev, Lee Kuan Yew pointed out that in the country where all people are so educated children have to know international language – English. “For the realization of our possibilities we have to decide this task”, the head of Tatarstan underlined, added that for this we should do some reforms in the area of education.
During two-day meeting there will be sum up the results of Academy’s five years of work and there will be presented the tasks of RT Academy of Science’s future work. For fifteen years of RT Academy existence there will be held scale elections. Tomorrow the academicians will assert new charter of the Academy. Also there will be Presidium elections; and the most talented students will be awarded by diplomas and scholarships.
