Mintimer Shaimiev takes part in a Tatarstan State Council meeting

December 22, Tatarstan State Counsellor Mintimer Shaimiev attended the 25th meeting of the Tatarstan State Council of the 4th convocation. Deputies of the Tatarstan State Council have today reviewed a State Council’s petition to Russia Chairman of the Government Vladimir Putin on granting privileges to organisations of disabled people involved in placing orders for product supplies for public service, performing work and rendering services for state requirements.

The State Council requests Vladimir Putin to speed up the Russian Ministry of Economic Development adopting a regulation aimed to implement the related provisions.

The federal law adopted in 2005 envisages granting privileges to to organisations of disabled people involved in placing orders for product supplies for public service. The said organisations have, however, not been able to use the privileges.

In 2008 the government of Russia in a resolution No 175 decreed to ensure privileges for organisations of disabled people in a procedure that was to be approved by the Russian Economic Development Ministry.

“The procedure has as of now not been approved, which has for 3.5 years been an impediment for granting to organisations of disabled people the privileges they are entitled to by the federal law,” the petition reads.

According to the Department of Federal Contract System Development at the Russian Economic Development Ministry, laid down in a letter from 1 August 2011, the specified procedure is being approved by the concerned federal executive bodies.

The Tatarstan parliament members ask to eliminate the obstacles and speed up the adopting of passing the regulation aimed to implement the federal law’s provisions on the matter.
