Mintimer Shaimiev takes part in session of Tatarstan State Council

On July 8, State Counsellor Mintimer Shaimiev took part in a final, 53d session of Tatarstan State Council of the 4th convocation.
Deputies approved the bill “On the introduction of amendments to the Law of the Republic of Tatarstan “On defining boundaries of territories and status of the municipality “Atninsky municipal region” and its municipalities”, and concurrent bills concerning Aksubaevo and Laishevo regions; “On the introduction of amendments to the Article 7 of the Law of the Republic of Tatarstan “On magistrates of the Republic of Tatarstan”; “On the introduction of amendments to the Law of the Republic of Tatarstan “On citizens’ appeals in the Republic of Tatarstan”. The bill of the Republic of Tatarstan “ On suspension of certain provisions of the Budget Code of the Republic of Tatarstan” was also approved in the 1st and 3d readings.
Deputies of the State Council approved the bill of Federal law “On the introduction of amendments to the Code of Russian Federation on administrative offences” that presupposes toughening of measures taken towards traffic offenders.
The Statute on the meeting of representatives of deputies of Tatarstan State Council of the 5th convocation for organization and preparation of the first session of State Council of new convocation was also presented to members of the Parliament.
Chairman of State Council Farid Mukhametshin made report on results of 5-year work of regional legislative power. The speaker said that for this period Tatarstan Parliament did significant work on improvement of regional legislation, strengthening of control functions and increasing efficiency of work with citizens.
Tatarstan State Council of the 4th convocation held 55 sessions, at which 2580 issues were considered, 589 laws, including 170 basic laws, and 3082 decrees were passed. 643 bills were introduced by subjects with the right of legislative initiative for the 4th convocation, including 46 by Tatarstan President, and 311 by Tatarstan Government.
Tatarstan State Council introduced 17 bills at Russian State Duma.
Speaking at the session, Tatarstan President Rustam Minnikhanov said that Tatarstan law-making experience is in demand at federal level and by other regions.
“Today the role of Parliament does not consist only in law-making activity. The deputy corps has to reflect the whole range of public moods and response to the needs of electors. Representative functions of regional parliament will only increase, and therefore, Tatarstan State Council of new convocation will face new serious tasks. Conditions for developing civic institutions are being created in Tatarstan. You are taking an active part in it. Moreover, you coordinate and organize this process,” Rustam Minnikhanov said.
The President believes that assistance in realization of functions of public control for activity of state authorities and development of the so-called “electronic democracy” should be a priority task for the parliament.
Summing up, Rustam Minnikhanov thanked deputies for their work.

During the conversation Vladimir Putin stated that he is happy to hear bright voice of Mintimer (Sharipovich) and wished him good health and all the best.
On 20 January, congratulating Tatarstan State Counselor Mintimer Shaimiev with his birthday, the Chairman of the Russian Government Mikhail Mishustin wrote in his telegramme: “Being a famous and political leader, you have made a substantial contribution into modern development of Tatarstan and have earned the deep respect and gratitude of residents of the republic.
On January 20, the First President of Tatarstan, State Counsellor of the republic Mintimer Shaimiev celebrates its 89 birthday.
He received numerous congratulations from the state and regional leaders, public figures, figures in science, education and culture and residents of the country and Tatarstan.
On 16 October in the Kazan Kremlin Tatarstan State Counselor Mintimer Shaymiev, who is also the Chairman of the Trustees Council of the regional Revival Fund, had a meeting with the Director General of the State Hermitage Mikhail Piotrovsky, who came to Kazan to take part in a ceremony of opening a new exposition “The Yusupovs. Luxury across the Centuries” at the Hermitage Kazan Exposition Center and which has been prepared especially for the 20th anniversary of the Hermitage’s first representational centre established in 2005 by celebrations of the Kazan Millennium.
