14 October 2013, Monday

On October 14 Tatarstan President Rustam Minnikhanov held a special meeting of Tatarstan Security Council on results of housing and communal sector for autumn and winter period 2013/2014, and observance of legislation in terms of sanitary and epidemiological wellbeing of population at children’s stationary social institutions.

Opening the meeting, Rustam Minnikhanov said that housing and communal sector is one of the spheres widely criticized by the public. He noted that people are often not satisfied with quality of rendered services, unprofessional management and tariff policy.

In general, executive authorities and organisations of housing and communal sector coped with the tasks on preparation for autumn and winter period. However, heating season did not start in time in some regions. Providing social objects with main communal services is a priority task, Rustam Minnikhanov pointed out.

The reason for discussing the second issue on the agenda was the outbreak of acute enteric infection at Derbyshki boarding school for mentally retarded children. 34 children were admitted to the hospital from September 25 to October 6. 26 children suffered dysentery. During the inspection carried out at the boarding school, violations that caused spread of the infection were revealed in the sphere of sanitary and epidemiological wellbeing of population.

Rustam Minnikhanov stressed that children’s social institutions should be under special control, and proper maintenance and facilities must be provided there. He suggested involving deputies, members of the Public Chamber, and benefactors in solving such a serious problem.

State Counsellor Mintimer Shaimiev, Chairman of State Council Farid Mukhametshin, Prime Minister Ildar Khalikov, Chairman of Security Council Valery Vlasov, members of Security Council, heads of municipalities, regional ministries and agencies, control and supervision bodies, energy and housing-communal objects, and children's social institutions took part in the session.
