Roustam Minnikhanov: “Tatarstan’s housing delivery plan will be fulfilled”

A Tatarstan-wide meeting in Kazan with the participation of the Prime Minister Roustam Minnikhanov has today discussed issues related to housing construction and commissioning in Tatarstan.

“In August, we commissioned at least 100 thousand square meters of housing,” noted the head of government at the outset of the meeting. “In the remaining 4 months, 616 thousand square metres has to be put in operation. Most importantly though, 500 square metres will be commissioned within the President of Tatarstan State Housing Fund programme. I am sure, we will reach the targets before the year’s end.”

The Tatarstan Minister of Construction, Architecture and Housing Marat Khousnoullin said a total of over 1.38 million square metres had since the top of the year been put in operation. It is 69 percent of the year’s target. Of that, 817 thousand square metres are accounted for by enterprises and organisations, another 566 thousand square metres is private housing built by people using own and borrowed funds. 13 municipalities have fulfilled the year’s task for over 80 percent. Marat Khousnoullin highlighted the solid performance at the Sabin municipal district, where the work planned for the entire year was nearly completed. Meanwhile, in some municipalities, commissioning of housing is less than 50 percent. They are Naberezhnye Chelny, Nizhnekamsk, Chistopol, Leninogorsk and Yutazin regions.

The meeting discussed the availability of utilities at the new sites. The issue remains unresolved in Kazan, Naberezhnye Chelny, Kamskoe Ustie and Leninogorsk regions in terms of 14-storeyed residential buildings within the social mortgage programme, as well as on 16 sites within the Agroindustrial Complex Development project. There is an instance of positive solution to the problem in the Tatarstan’s capital. The Kazan Executive Committee has negotiated with the State Housing Fund construction of water supply and sewage networks, to service residential buildings at the 2nd Azinskaya street and Fuchika street.

The Tatarstan Minister of Labour, Employment and Social Security Airat Shafigullin told the meeting of the course of providing housing facilities for WWII veterans. He recalled that following the change of the Russian legislation, the Cabinet of Ministers of Tatarstan had issued a resolution stipulating a procedure for improving living conditions for the veterans. The total amount allocated per each participant of the progamme is 943.2 thousand roubles.

Besides, residential premises are to be provided for veterans on priority basis within the local social mortgage lending programme. The opportunity to buy residential facilities independently, including on the secondary housing market, has been retained. Tatarstan also allocate a target quota, stipulating that one-room flats of the total space of 36 to 42 square metres are sold to WWII veterans at the cost equal to the sum of subsidy. In this event, applicants choose from the list of flats offered by the President of Tatarstan State Housing Fund. According to Airat Shafigullin, the Tatarstan list of receivers of housing subsidy includes over 1,000 veterans and their family members. 900 of them have already received notifications of the new possibilities.

“Providing residence for the Great Patriotic War veterans is a most important task on hand,” noted Roustam Minnikhanov. “We should use the scheme that allows veterans improve their living conditions to a maximum. In doing so, we need to clearly understand what kind of support they need.”
