Russian and Tatarstan audit chambers to monitor expenditure of Universiade 2013

The audit chambers of Russia and Tatarstan will jointly excercise monitoring adn control over the spending of budget funds allocated for the Universiade 2013 sports event.

Early in June this year, during the visit of Russian Audit Chamber head Sergei Stepashin to Kazan, an agreement was made to conduct joint monitoring of budget spending within Universiade 2013.

On August 5, the Russian audit chamber auditor Alexander Piskunov and Tatarstan audit chamber Alexei Demidov signed a decision to hold a joint control activity.

A. Piskunov is a member of the Interdepartmental control commission at the President of Russia council for physical training, sport and elite sport, preparation and holding of 22nd Winter Olympic Games and 11th Paralympic Winter Games in 2013 in Sochi and 27th World Summer Universiade 2013 in Kazan.

In the course of the audit of funds allocated for the preparation and holding of the World Summer Universiade in 2013 in Kazan, project audit approaches and methods will be used. Project audit involves assessment of balance and feasibility of strategic goals and a project’s effectiveness, its compliance in terms of schedule, quality and resource consumption, assessment of risks, consequences and social and economic effect of the Universiade.

The intention is to monitor performance against the schedule, timeliness of allocation and disbursement of budget funds, as well as the quality of the work. Particular attention is to be given to controlling the feasibility of the venues construction, says the Tatarstan Audit Chamber’s press service.

A total of 6.98 billion roubles has been allocated from the federal budget to finance the Universiade.
