Corporations to join in Tatarstan electronic purchasing system

Larger companies in Tatarstan need to be involved in purchasing through the Electronic Trade and Information Community of Tatarstan, claimed the Tatarstan Prime Minister Roustam Minnikhanov at today’s meeting at the Tatneftechiminvest Holding. The meeting heard a report on Tatarstan oil and gas industry using the electronic trade floor.

Using the system is only to the benefit, said Minnikhanov, minuses are only felt by affiliated persons. Buyers in Tatarstan tend to bypass purchasing goods directly from local suppliers, which causes certain suspicions. The publicity of purchasing allows Tatarstan manufacturers see the real demand for products and its quotations, the premier thinks.

The system has been used for 3 large purchasing areas, including the under-construction Universiade venues, capital repairs and the State Housing Fund. Now, said the State Contract, Investment and Interregional Relations Agency chief Yakov Geller, the ECIS system is prepared for corporate clients. The Tatneft group, open joint-stock company Taneko and Tatneftechimsnab have experience in electronic purchasing, as does Taneko’s contractor, Tatneftegazengineering. Owing to this, Taneko has over the past few months produced an economic effect of 20 percent, Tatneftechimsnab- of 33 percent.

The Tatneft general director Shafgat Takhautdinov expressed willingness of the companies to join in the ECIS system. He proposed the agency worked out a procedure and held a workshop presentation for companies. Roustam Minnikhanov approved of the proposal, advising to conduct training courses in Tatarstan’s industrial areas. Besides, the government of Tatarstan will propose to company boards, where the government owns stakes, to issue respective decisions.

Yakov Geller told Tatar-inform that joining the ECIS system is not easy technology-wise, but rather philosophy-wise. Corporations will have to accept the fact that all details of purchase transactions will be publicly available on the web.
