Anti-crisis package in republican building sector was discussed on session of the Board of the RT Ministry of Construction

January 13, the anti-crisis package in the building sector of Tatarstan was announced on the session of the Board of the RT Ministry of Construction, Architecture and Housing.

To decreasing after-effects of crisis in the building sector the Ministry supposed several measures.

In particular, to save the hypothec system it is suggested to increase co-financing of the classical hypothec program at the expense of refinancing from the funds, granted by Agency for Hypothec House Credits in the volume of 2 bln rubles. Another 2.8 bln rubles for the classical hypothec system is planning to invest at the expense of the republican hypothec capital issue. Total volume of hypothec credits that will be issued by banks will amount to 6 bln rubles.

According to Marat Khusnullin, the RT Minister of Construction, Architecture and Housing, the programs of State Housing Fund (SHF) must become a locomotive of the house-building of Tatarstan. Thus, the volume of housing that will be built by the program of social hypothec will be increased to 800 thnd sq. m. For house-building financing by the SHF program the "maternity capital" will be attracted.

The individual housing will be the priority direction for 2009-2011 too.

To complete the high readiness buildings, the using of state supporting to republican building companies is suggested.

Rustam Minnikhanov, the RT Prime-minister, noted, that in 2009 an active work of the RT building sector is expected. The general investment programs of the republic will be major repairs as well as the large-scale projects of Nizhnekamsk refinery, "Ammony" plant, Special Economic Zone "Alabuga". In particular, 28.9 bln rubles must be invested to Nizhnekamsk refinery in 2009.

According to the speech of Marat Khushullin, 2.222 mln sq.m. of housing was built in 2008 (102.8% to programmed output, 108.9% to 2007) including 709 thnd sq. m by the social hypothec program.

In 2009 the volume of housing in Tatarstan in connection with the world financial crisis will be decreased as optimistic predicated to 2 mln sq. m.
