Mintimer Shaimiev: national - territorial formations require special approach

It is necessary to develop a special law concerning relations between the federal authorities and national - territorial formations in structure of the Russian Federation, the Tatarstan President declared on April 18 after Russian President Vladimir Putin presented his annual message to the Federal Assembly.

Mintimer Shaimiev noted that much has been said about "unsuitability of agreements between the federal and republican authorities". But, in his opinion, the multinational Russia must not approach "its very different territories with uniform standards". The Tatarstan President believes that it is necessary to develope the frame law on general principles of conclusion of such agreements. Thus, special attention should be given to the regulation of relations with national republics. He attaches vital importance to this matter "as there is no chamber of nationalities in the Russian legislature".
