To advance process of differentiation of powers between center and subjects

The President of Tatarstan, a co-chairmen of the All-Russian party "Unity and Fatherland", believes it is necessary to advance the process of differentiation of powers between the subject and center and to pass the laws, providing for comprehensive realization of the clauses of the working RF Constitution.

In his interview with Interfax, M.Shaimiev called "premature" the conversations on necessity of making fundamental changes in the RF Constitution, as its potential is far from being exhausted. "On the other hand, many of the constitutional provisions have not been realized yet. First of all it refers to the clauses on differentiation of powers between the center and subjects", emphasized M.Shaimiev.

M.Shaimiev thinks that, with respect to the way passed by the country from the moment of its adoption, the Constitution may need some changes and perfection, especially in the situation of accelerated reforms. "But I think we have to come back to this issue later, the Constitution is not the document to be changed frequently. We still have to learn how to live under this Constitution", M.Shaimiev said.



M.Shaimiev: five years - optimal term for president

President of Tatarstan M.Shaimiev believes that the four-year term of office is insufficient for the head of state. "In my opinion, four years are not enough for a country like Russia", he told the Interfax.

As he said, our country in fact lives in conditions of on-going elections, right after these elections are over it is necessary to prepare for the new. "Five-year term for the Russian president, in my opinion, would be the optimal, taking into account that we still live in conditions of the transitional period."

However, the change in the presidential term requires respective alterations in the RF Constitution, and this is a time-consuming process. "If the question with the presidential term is raised urgently, it should be done before the next elections of the head of state", M.Shaimiev believes.
