Russian Government approved Tatarstan socio-economic development program

On July 12, the Government of the Russian Federation approved the federal targeted program "Socio-economic development of the Republic of Tatarstan up to 2006".

Commenting upon the results of the meeting, Tatarstan President Mintimer Shaimiev marked that the program had been preliminarily coordinated and approved by all federal ministries and supported by all members of the Government at the meeting.

On the eve of the meeting, Tatarstan President Mintimer Shaimiev and Prime Minister Rustam Minnikhanov met with Russian Prime Minister Mikhail Kasyanov for a final exchange of opinions and coordination of positions.

The meeting started with the report by Russian deputy minister of economic development and trade Mukhamed Tsykanov, then the report by Tatarstan President was heard. Interbudget relations between Tatarstan and Russia were discussed. According to M.Shaimiev, "we had much to say, as the special interbudget relations established by the 1994 Agreement promoted progressive development of Tatarstan's economy and substantial successes". And this, in M.Shaimiev's opinion, is important not only for the economy of Tatarstan, but also for preservation of the industrial potential of the Russian Federation. This thesis was supported and received with appreciation. In the beginning of 1990s, the republic ranked 42-43 by budget provision per capita; lately we have rose to the 23d place. The industrial production growth in the republic made 32%, while in Russia the growth was not more than 6%. Today Tatarstan is involved in different projects - at the stages of start or realization - which provide new opportunities for growth of industrial production.

The targeted program "Socio-economic development of the Republic of Tatarstan up to 2006" was developed in connection with entering into the financial space of Russia. It includes the scheme of simultaneous increase in income base on the basis of industrial production growth for the forthcoming five years.

The volume of capital investments is estimated at 309 bln. rubles, including more than 61 bln. at the expense of the Russian budget and 40 bln. rubles at the expense of the Tatarstan budget with the residual part coming from commercial banking credits and own funds of the enterprises. The program allows for the growth of industrial production at 280 bln. rubles.

The program of socio-economic development also includes the program for preparation to the celebration of Kazan's 1000th anniversary.
