Moscow considers the concept on differentiation of powers

Roughly July, 17 will pass the first session of the Commission on differentiation of powers between the federal centre and regions of the Russian Federation, told the President of Tatarstan Mintimer Shaimiev in interview to "Tatar - Inform" Agency. The session will pass under presidency of the President of Russia Vladimir Putin.

Not all are pleased that in the Concept a significant place is dedicated to contractual process. I do not exclude, have emphasized Mintimer Shaimiev, that in due course Agreements may lose its force if everything, that was achieved between the centre and regions we would regulate through adopting new laws and would manage to make changes in the existing federal laws. Through this uneasy, but the only way one needs to pass. It will be a huge quantity of laws, even not one hundred, but we will have accomplish a legislative demarcation of powers. I repeat, it is necessary, if we want to construct the democratic state. It is necessary to find the ways to mutual understanding, and to move by this road. By uneasy, but a civilized way.

For us the Agreement signed with Moscow - is a crucial one, it is not only an economic, but also a political document. Thanks to it the harmony has become stronger in our Republic, we value it very much. If a number of the regions refuse the Agreements, it means, for these subjects they have such a price, or all their problems got solved.

I think, noticed Mintimer Shaimiev that the federal centre should reflect more over the fact that Tatarstan in due time had not signed the Federal Treaty. Anybody and in any form today does not lift a question, whether or not the Federal Treaty is necessary. It is a document which was signed by everyone, except for Tatarstan and the Chechen Republic.

Tatarstan is not going to build a policy only proceeding from mood of somebody. It is necessary to be able to find common language so that in Russia there would be peace and calmness, emphasized Mintimer Shaimiev.
