Land issue needs immediate solution

The land reform became a key topic of discussion at the February 21 session of the RF State Council presided over by Russian President Vladimir Putin. Tatarstan President Mintimer Shaimiev took part in the session.

It was resolved that the project of the Land Code should be completed by the Government in April, and by May 1 submitted for consideration to the RF State Duma.

Commenting upon the deadlines, President Vladimir Putin said that there is a critical situation in the country as regards legal base for land relations. As a result, we are losing a powerful resource for development of the country, we do not use potentially active market object, and create conditions for political and economic ventures.

In Putin's opinion, there are two approaches to the procedure of legal regulation of land relations. First - to concentrate everything at the level of the center. Second - to give regions maximum freedom, but within the limits of the federal frame law. We consider second way more productive, said Vladimir Putin.

As RT President Mintimer Shaimiev noted, Tatarstan is the republic, which in 1998 had adopted a new Land Code and for three years has been spending vast sums of money to take into account every single plot of land and to define its quality. The republic has a complete databank.

The same day Mintimer Shaimiev carried out several working meetings. In particular, he met with RF Vice-premier I.Klebanov to discuss the development of Tatarstan's industrial enterprises. I.Klebanov marked important achievements of the enterprises of mechanical engineering and defense, in particular "KamAZ" and Kazan Aviation Industrial Association.

On February 22, Tatarstan President Mintimer Shaimiev and State Council Chairman Farid Mukhametshin are to take part in the session of the Federation Council of the RF Federal Assembly.
