Mintimer Shaimiev shares powers between center and regions

December 26, the working group of presidium RF State Council led by the President of Tatarstan Mintimer Shaimiev has offered the mechanism of accepting the laws concerning subjects of joint management between the centre and regions. In particular, the group has offered to spread all over Russia the laws, accepted on places, - when they are more perfect, rather than federal.

As RT president informed in the interview to "Interfax" before the session considering the concept of differentiation of subjects of management, " such kind of laws should be accepted with obligatory participation of the subjects".

By words of Mintimer Shaimiev, part of exclusive powers the centre at own discretion could transfer for the certain time to the regions. The point goes about separate directions of activity, at the same time, the subjects, in turn, could delegate to the centre also the part of their powers.

During the session the President of Russia Vladimir Putin has emphasized, that an issue on differentiation of powers essentially important for the country. "There, where there is no exact understanding of differentiation, there are problems," - he told.
