Dmitry Medvedev: "In Tatarstan we have seen examples of how can and the animal industries" should develop
On June 28, under presidency of the first vice-premier of the Russian Federation Dmitry Medvedev and with participation of RT President Mintimer Shaimiev in village Alekseevskoe of the same region of Tatarstan the meeting on issues of implementing the priority national project "Development of agrarian and industrial complex" in Tatarstan took place.
In the meeting took part Minister of Agriculture of the Russian Federation Alexei Gordeyev, Plenipotentiary representative of the President of the Russian Federation in the Volga federal district Alexander Konovalov, RT PM Rustam Minnikhanov, Chairman of RT State Council Farid Mukhametshin, chief of "Rosselkhozbank" Yury Trushin, heads of the ministries and departments, heads of municipal regions of the republic.
Opening the meeting, first vice-president of the Government of the Russian Federation suggested to discuss two main issues - modernization of dairy animal production and providing young experts at a village with habitation. These points are closely connected, he noted, with transfer of a branch to new technologies which should raise productivity and competitiveness of the enterprises of agrarian and industrial complex, to create basis for investments into social sphere, and, first of all, in construction of habitation. Reequipment of agrarian sector demands inflow of qualified personnel for which it is necessary to create comfortable conditions. D.Medvedev noted, that all objects which had been examined today during working trip in the republic, evidently show one indisputable truth - new technologies and a new approach to business change a rural life, create prestigious, highly paid workplaces. By D.Medvedev's words, large cattle-breeding objects of republic are impressive.
He also reminded that recently at a meeting in Izhevsk the President of the Russian Federation Vladimir Putin determined technological reequipment of agrarian and industrial sector as a priority direction of its modernization. The project in AIC is aimed at it, including in dairy animal breeding. According to the first vice-premier, Tatarstan has reached leading positions in animal production. In the first quarter of the current year parameters of republic on milk and meat production were essentially above the average level of the Volga federal district, the gain of milk production has made 5,1 percent, meat - 3 percent. As a whole Tatarstan managed to keep and a number of cattle. "Today we, really, have seen some very good examples of how can and should animal breeding" - D. Medvedev emphasized .
In his statement President of Tatarstan Mintimer Shaimiev noted, that realization of national projects is connected, first of all, to well-being of the state. "People should work, receive incomes, provide normal development of the country. The processable arable land is one of the major parameters. The soil should feed, it is a fixed capital", - the head of republic emphasized. "Fortunately, - he noted, - for these years in Tatarstan the arable land has not been cut even by one hectare".
The agriculture in republic always was among priority, that has yielded the results, RT President noted. Today already the question is competitiveness of production, a unique way for achieving this purpose - to develop manufacture on the basis of the advanced technologies. Further the head of republic in detail commented protection of interests of a domestic commodity producer, protection of interests of the country in joining WTO. Speaking about personal part-time plots, M.Shaimiev noted, that splash in this sphere should not be expected, but small forms of managing in republic and will be supported further.
Having touched an issue of constructing habitation in the republic, RT President informed, that territories (general area of 170 hectares) for realization of the pilot project low rise buildings have already been determined.
Mintimer Shaimiev also mentioned a problem of roads, having noted, that it is one of important points for realizing national projects. In opinion of the head of the republic, it is necessary to revive Road funds then by common efforts it would be possible to solve one of acute problems for the country.
Within the framework of working visit to Tatarstan, First vice-premier of RF Government Dmitry Medvedev, RT President Mintimer Shaimiev, RF Minister of agriculture Alexei Gordeev and RF Plenipotentiary of President in Volga federal district Alexander Konovalov visited megafarm, JSC "Krasny Vostok -Agro" also.
Dmitry Medvedev familiarized with the method of computer management over megafarm, milking hall and one of three cow-shed. Total area of industrial facilities of megafarm makes 56 thousand sq. meters, 3.5 thousand cows are kept here. Two milking halls are equipped with latest of machinery. The cattle-breeding complex is estimated in amount of 430 million roubles. Similar cattle-breeding complexes are considered as a model of development of dairy - commodity animal industries for all Russia, President of Tatarstan Mintimer Shaimiev considers.
The first vice-premier of Russia paid special attention that at large complexes like the megafarm of JSC "Krasny Vostok - Agro" not only only production of animal industries is feasible but calfs also may be raised breeding for personal country farmsteads.
Honored guests have examined also a similar builded complex in village Levashovo of area Alkeevskogo.
It should be said that JSC "Krasny Vostok" last years were finished construction of four largest complexes on manufacturing milk in Alkeyevsky and and Alekseevski regions of the republic. Alongside with it, the investor by accelerated rates is conducting construction in the same areas of four more megafarms per 4000 heads of milking flock each In total, within the framework of implementing priority national project "Development of agrarian and industrial complex" by accelerated development, 73 long-term credit contracts on construction and reconstruction of 58 objects of animal industries for the sum more than 16 billion roubles has been concluded between animal industries and agricultural productions and investors of republic. The prospective sum of grants for this volume of credits will make 817.5 million roubles. Simultaneously, speeded up construction of habitation for young experts and their families will be conducted in a village and in the current year in republic is stipulated to construct 56.4 thousand sq.m. of habitation for 1386 young experts. The prospective volume of grants for these purposes will make 146 million roubles. For those who will work at similar large cattle-breeding complexes, 1033 apartment houses will be constructed.
