Mintimer Shaimiev: “Attempts to Hold All and Everybody by Finance Instrument Lead to Stagnation, Firstly, Subsidiary Regions”

RT President Mintimer Shaimiev considers the equalisation policy prospectless. He is sure that the time has come to get away from finance-economic levelling of the RF subjects . “Apparently, attempts to hold all and everybody by the Centre’s finance instrument lead to stagnation, firstly, the subsidiary regions”, underlined M. Shaimiev in his interview to “Interfax”. In this concern he suggests to outline some basic components of the regional budgets forming on a long-term basis, to stimulate motivation in their own tax base increase.

According to President of Tatarstan, determination of the income starting figures will stimulate the subjects to make extra profit, which would entirely residue on their disposal. “Only in this system it is possible to expect increase of donor-regions, who would be able to undertake more powers, and along with their own incomes growth a real redistribution of powers will take place”, - Shaimiev said. He is sure that the Centre will benefit from it as well, since it would promote the growth of tax revenue to the Federal budget.
