Mintimer Shaimiev: "It is necessary to bring federal laws into accord with the Constitution of Russia"

President of Tatarstan Mintimer Shaimiev on July 17, held the press conference at ЇInterfaxю central office in Moscow where, in particular, he told, that it is necessary to conduct the work on reconcilation of the laws of the Russian Federation and the Acts of federal authorities in conformity with the Russian Constitution.
M.Shaimiev has informed, that it was already offered to make changes to 23 laws which in the essence interfere in spheres of region's management. Thus, the governor of the Vologda oblast, participating in press conference, Vyacheslav Pozgalev noticed, that the State Office of Public Prosecutor of the Russian Federation does not observe the conformity of federal laws to the Constitution, and thus "the federal legislation appeared outside of a zone of the control". Concerning the question on local self-management, the Vologda governor has emphasized, that it should be given "leading role", and institutions of local government should be provided with monetary resources. In turn, M.Shaimiev has named institution of local self-management "the prime basis of any authority" and also has emphasized necessity of financing the given institution, having characterized it as good idea which, however, outstrips the time.
Speaking about destiny of the treaties on differentiation of powers between the Centre and subjects of Federation, M.Shaimiev noted, that their contents " will have be washed away gradually ", for example, at solving the question on land. In general on agrarian question, as well as in many other subjects of joint management, the frame laws should be accepted, considers President of Tatarstan.
Replying on possible changes of the Constitution as a result of work of the Dmity Kozak commission, V.Pozgalev noted, that he does not exclude such an opportunity. Thus, the governor of the Rostov oblast, participating in the press conference, Vladimir Chub noticed, that it it is not necessary to hurry up with it, and at the same time it is necessary to prepare for this. The State Council Commission on differentiation of powers between the Centre and Regions will have a long-term character, thinks President of Tatarstan. As M.Shajmiev declared, differentiation of powers - "a real necessity " as without it it is impossible to build " working vertical of authority ".
Replying to journalists regarding the Concept on demarcation of powers developed by the working group under direction of the President of Tatarstan, M.Shaimiev has reminded, that many skeptics predicted, that " this concept has no future and will have finish the existence after session of State Council Presidium where it was discussed ". " Our concept is present, and we in structure of the commission would try to work so that its positions were taken into account. The concept was approved at a level of State Council presidium", reminded M.Shaimiev. He disagrees with statements that contracts have got outdated. On the contrary as the Tatarstan leader considers, " we should recognize that, if there is a necessity in them, they have the right for life ".
The governor of the Vologda oblast Vyacheslav Pozgalev considers a kind sign the fact that head of state supports precise differentiation of powers between the Centre and Subjects of Federation. He noted, that frequently there are contradictions in relations between the Centre and Subjects when it is not determined, for what one party, for what - another precisely is responsible. This position was backed also by the governor of the Rostov oblast Vladimir Chub.
M.Shaimiev has indicated on the Constitution of the Russian Federation where foundations of the state are predetermined and where the principle of differentiation of powers is fixed by acceptance both the federal treaty, and other forms of agreements. " If to speak about the Treaty made between federal centre and Tatarstan so our Treaty appears to be for ever, and has reminded, that the republic has not signed the Federal Pact. How it is possible to deny the necessity to agree, if in the basis of the Treaty lays namely in this principle, emphasized M.Shaimiev. As he said, it is impossible to deny that sooner or later it would be necessary to agree with the Chechen Republic. " Certainly it is possible not to agree with people who are on the knees, but it is impossible to talk to people one way, speaking that they would live anyhow. This is our people". By words of M. Shaimiev "it is necessary for Chechen people to offer conditions to agree and no need to be afraid of this".

On 28 August the Rais (Head) of Tatarstan Rustam Minnikhanov and the State Counselor of the republic Mintimer Shaimiev took part in a plenary session of the National Assembly of the World Tatar Congress held with participation of about 1 thousand delegates from 68 regions of Russia and 27 foreign countries in the Tatar State Opera and Ballet Theatre in Kazan’
On 20 June the Rais (Head) of Tatarstan Rustam Minnikhanov and the State Counselor of the republic Mintimer Shaimiev attended horse races held at the International Equestrian Complex in Kazan and dedicated to Kazan Sabantuy.
On 6 June the Rais (Head) of Tatarstan Rustam Minnikhanov and the State Counselor of the republic Mintimer Shaimiev laid flowers to the monument of the Great Russian poet Aleksandr Pushkin by the Jalil State Opera and Ballet Theatre in Kazan.
