M.Shaimiev, S.Naryshkin, and A. Konovalov opened the plenary session of roundtable discussion devoted to administrative reform

Roundtable discussion on the topic “Administrative reform: federal experience and peculiarities of realization in RF units” is held at Kazan City Hall on April, 20th. The head of RF Government Apparatus – Vice-Premier of Russia Sergey Naryshkin, Tatarstan President Mintimer Shaimiev and Plenipotentiary Representative of RF President in Privolzhye Federal District Alexander Konovalov took part in its plenary session.

Representatives of federal authorities, RF Government, representative and executive powers of Privolzhye Federal Districts regions participate in the forum.

Sergey Naryshkin noted that the government commission on administrative reform watches the way purposes, tasks, and plans of this reform are being realized on the level of RF units. “Taking into account that the Republic of Tatarstan fulfills this work efficiently, actively and purposefully, Kazan was chosen as the place to hold this roundtable discussion,” – he explained.

Tatarstan President indicated that all power bodies, despite their credentials, have one purpose, which is determined by the politics of RF President Vladimir Putin. “The essence of the administrative reform is, in my opinion, providing unity of all power bodies, despite of their level, form, quantity and quality of functions,’ – Mintimer Shaimiev pointed out. According to his words, any administrative work forms the attitude of the population toward authorities. He also drew attention of RF Government representatives to the necessity of improving interaction of federal bodies and with executive power of the regions and municipalities.

Mintimer Shaimiev pointed out one more priority task of the administrative reform, - implementation of public state services standard and administrative regulations. “The criterion of evaluating efficiency of authorities is the index of life quality,” - RT President noted. According to his words, this index is increasing in Tatarstan, and providing that its growth dynamics remains, its level will approach average European value by 2010.
