Mintimer Shaimiev took part in the program “Government and people” on the radio Mayak

Tatarstan President took part in the radio Mayak program “Government and power” on July 14. He answered to radio listeners’ questions.

The head of the republic gave comments about ratification of a Pact about differentiation of the powers between Federal centre and Tatarstan. “I consider this question to be too political due to Mass Media and politicians, - he expressed his opinion. – It is absolutely normal, calm situation, because article 11 of RF Constitution foresees power differentiation among centre of subjects on the basis of the Constitution itself, federation agreement and other agreements”.

RT President also pointed out that in 1994 during presidential term of Boris Yeltsin there was adopted an agreement between RF state power organs and RT state power organs. “Due to that agreement we managed to release conflict situation and to overcome political aggravation as in our country as in our republic. It played its role”, underlined Mintimer Shaimiev.

“Also Federal law foresees that if Russian Federation subject wants to continue an agreement it should appeal to Federal Centre until July 8, 2005; it should appeal to President of Russian Federation. Tatarstan did this, - pointed out Republican head. – During this period of time we had been working on new agreement project. Now it is proved by State Duma and Federation Council. I think it will be signed by RF President. Thus it is a constitutional norm we use”.

Mintimer Shaimiev reminded that at the beginning of the 90th Federation Pact was signed by all subjects of Russian federation, except Tatarstan and Chechnya. “Federation pact was about fidelity attachment to Russian Federation’s integrity; and also about its development as democratic country. Thus we will repair an omission through new pact”, he underlined.

During radio program Tatarstan President Mintimer Shaimiev also shared his opinion how to solve the problems in country’s public health service.

According to Republican head, within the framework of prioritized national project in the area of public health system it has been announced that it will be built several high technical centers of basic spread diseases. It will be done to help people on the level of high and even nanotechnologies. “It is very good. But at the same time nearly year ago we started in Tatarstan Interregional clinic and diagnostic centre, which can hold 6,500 vessel operations, including brain and heart vessels, and open heart operations”, pointed out Mintimer Shaimiev. He also added that medical equipment on 32 million dollars was installed. But clinic and diagnostic centre, causing everybody’s admiration, doesn’t have orders from Federal centre.

“That time I said: give us orders, direct people from other regions if it is necessary. We are ready, - said RT President. – Kazan Medical School was one of the best ones. Now we are doing such operations! Federal centre should give us orders for free or for partly fee. We have to rescue people, especial with heart and vessel diseases. So many people die before time. Now we have all opportunities to make successful operations”.

According to republican head, some cities of Russia already have such medical centers. “While other centers are building we have to use these ones. They always will be necessary. Hundreds of such operations are made in the USA. We can rescue so many people! We have to direct money for these purposes. But now we don’t have enough orders”, he said.

Due to Mintimer Shaimiev analogical problem exists in the area of leukemia medical treatment. “We have wonderful specialists. Our doctors studied in France and in other countries. They can do very good operations, - said Tatarstan President to the listeners of Mayak. – Children’s blood cancer curability is 87 percent. That’s why now we have to use high technical centers, which are in RF subjects. If it is necessary we have to add equipment. It is real now”.

The hostess of the program Elena Shedrunova asked radio listener’s question whether Russia needs national and territorial subjects and whether they are important. Tatarstan head pointed out that not long time ago he visited Rostov to take part in Russian State Council session, which was held by RF President. “How do the Cossacks fight for national originality? I saw that they keep their traditions and they are proud of this, - pointed out Mintimer Shaimiev. – Now I am even surer that national and territorial subjects have to exist. It helps people to keep their language, traditions and culture. We have to greet this”.

“The power of Russian Federation is in its diversity. If we manage to stay multinational country we will be the best ones in the conditions of globalization, - supposes Tatarstan President. – I think we all should understand the importance of this factor”.

“We are building democratic country. Why do we have to leave tension in people’s souls? Somebody will loose language, somebody will loose traditions. And this tension will go from generation to generation. We have to release this tension as much as possible on our way to democracy, - continued Mintimer Shaimiev. – For the first time we build democratic federation. We should be very attentive to the needs of Russian Federation’s all nationalities. Yes, we are multinational country. We managed to live in friendship and peace. We have to keep on doing this”.
