Address by President of Russian Federation is continuation and strengthening of concept of priority national projects, Mintimer Shaimiev considers

Today RT President Mintimer Shaimiev has handed the state awards of Russia and Tatarstan to scientists, civil servant, workers of culture, public health services, education, industry, economy, construction, agriculture.

Mintimer Shaimiev before the beginning of festive ceremony made a speech devoted to assessment of the yesterday's Address by President of Russia Vladimir Putin to Federal Assembly of the Russian Federation.

In opinion of head of the republic, the theses sounded by the President of Russia, in many respects are continuation and strengthening of the concept of priority national projects. Presently, gradually, social programs start to be realized, Mintimer Shaimiev noted. At the same time, he quoted words of the President of Russia that today the demographic situation in our country is far from being in the best form. On average number of inhabitants of Russia annually becomes less almost by 700 thousand people. This situation, according to RT President, is impossible to characterize differently, as catastrophic about what the head of the state had told in the Address . Measures on increase of the birth rate, sounded by Vladimir Putin, may already be formed within the framework of federal law, President of Tatarstan noted. «Yesterday the concrete ready draft law both on sums, and on terms was sounded, - he emphasized. - It is necessary to start solving this problem». As the head of republic noted, without creating appropriate conditions for young mothers and young families birth rate in the country would not be raised. « Comprehensive support will soon have an effect», - he assured, having added, that for young family material aid of the state while payment, for example, the initial payment for new habitation already is quite a good help. Besides, by Mintimer Shaimiev's words, it is necessary creating conditions for immigrants, wishing to live in the Russian Federation. «Not to have citizenship - means not to have constitutional laws», - he said, having marked that last years the demographic problem in our republic did not stand so sharply because of increase in population due to immigrants from republics of Central Asia and other CIS countries. In two years natural decline in population can negatively entail sharp shortage of labour force, the head of Tatarstan emphasized.

Mintimer Shaimiev stopped as well on the theses of Presidential Address connected to struggle against corruption, having reminded, that Vladimir Putin in rather sharp form declared combating corruption acts both in authority and in major business. President of Tatarstan reminded that in our republic «outstripping measures a little bit earlier had been accepted and approaches worked out» on struggle against corruption. Speaking about increase of defensibility of our country, Mintimer Shaimiev noticed, that the point is not arms race but improvement of efficiency of army. «The destiny of Russia is that it cannot be a weak state, - he emphasized. - our country should be self-sufficient and have defense capacity».

The head of republic noted also necessity of intensive continuation of work on implementing priority national projects. «We had been engaged in it for all years because the economy of Tatarstan allowed to pay attention to this», - President noticed. As he said, rates of development of agrarian and industrial complex of republic on results of four months of this year «already are progressing with advancing». Speaking about the national project "Health", M.Shaimiev noted, that existing payments to workers of medical sphere should not be limited to only separate categories. Concerning issues of housing construction, the head of republic emphasized, that realized state programs in this sphere promote that the habitation became more and more accessible. Besides the issue of so-called «one-storeyed construction» now is being studied. For example, regarding the capital of republic such construction could develop in territory between Kazan and Zelenodolsk. The priority national project "Education" as RT President noted, should be directed first of all on creating conditions for self-realization of the person so that in new conditions the person with knowledge was quite competitive.
