6th of November – Day of Constitution of Tatarstan

Dear citizens of the Republic of Tatarstan!
The 6th of November entered the modern history of Tatarstan as one of the most remarkable dates. This day thirteen years ago the Constitution of the Republic of Tatarstan was adopted.
The Constitution first of all had determined politico-legal status of Tatarstan, its place in system of federal relations, which is especially sensible on anniversary this year when we along with all Russia and international community have celebrated the 1000th anniversary of the capital of the republic – city of Kazan. This event signified recognition of the special role of our region in the past and present day of multiethnic Russia, indeed affected with inspiration minds and moods of people.
The Constitution of the Republic became a legal platform for the modern civil society, which was based on equality of rights and freedoms of person, consideration of interests of all multiethnic Tatarstan.
The Constitution of Tatarstan was developed in difficult political conditions. It was fundamental to establish some principle basics of social development, pinpoint the target priorities to move further on.
Today, at sustainable economic growth, current legal situation, socio-political consolidation more and more auspicious opportunities open for consequential implementation of the highest standards of democracy and welfare state that were put in our Principal Law.
The just passed municipal elections of the Republic mark new stage in local self-government development – the most important form of the citizens’ engagement in governance. These elections testify maturity as of the whole state structure so of the civil society. The elections were organised with high turnout. New municipal bodies will have to take upon themselves responsibility of solving many socially important problems. They have powers stipulated in the law and high level of independence for it. A lot will depend on initiative and hard-work of those who will be entrusted to head the local self-government bodies.
RT Constitution pays special attention to legislative guarantees of high life standards. It is not enough only to proclaim them but work a lot in this direction. Economical achievements open possibilities for development and realisation of new initiatives. No doubts, basing on the achieved results Tatarstan will get to new levels of progress, new level and quality of life.

On behalf of the State Council and the Government of the Republic of Tatarstan, and myself personally I cordially congratulate you on Day of Constitution of Tatarstan. I wish you a sound health, well-being, happiness and optimism!
On 17 March, speaking at a meeting of the State Council of the republic, where its Chairman Farid Mukhametshin declared his early termination of powers, Tatarstan State Counselor Mintimer Shaymiev said: “Mutual respect and deep understanding help to preserve high trust of our people.”
On 13 March the Rais (Head) of Tatarstan Rustam Minnikhanov and the State Counselor of the republic Mintimer Shaimiev accompanied by the regional Mufti Kamil Samigullin took part in the XIV Iftar of the republic organized by the Spiritual Board of Muslims of Tatarstan, the administration of the Ak Bars Arena stadium and the national tourist complex Tugan Avylym (My Native Village) at the Kazan Expo Exhibition Center.
On 20 January in the evening Russian President Vladimir Putin called Tatarstan State Counselor Mintimer Shaimiev and congratulated him with his birthday. During the conversation Vladimir Putin stated that he is happy to hear bright voice of Mintimer (Sharipovich) and wished him good health and all the best.
On 20 January, congratulating Tatarstan State Counselor Mintimer Shaimiev with his birthday, the Chairman of the Russian Government Mikhail Mishustin wrote in his telegramme: “Being a famous and political leader, you have made a substantial contribution into modern development of Tatarstan and have earned the deep respect and gratitude of residents of the republic.
