President of Tatarstan Mintimer Shaimiev presented new mayor of Kazan

Just in the Kazan city hall President of Tatarstan Mintimer Shaimiev has presented new mayor of Kazan. Decree of RT President appoints Ilsur Metshin, head of Nizhnekamsk region and city administration. Mayor of Tatarstan capital of Tatarstan Kamil Iskhakov has been freed by the Decree of RT President from post in connection with his appointment as a Federal Envoy of President of the Russian Federation to the Far East federal district. Mintimer Shaimiev handed to Kamil Iskhakov the government award, the order “For merits before the Republic of Tatarstan".
New head of the Kazan city administration - 36 years. He finished secondary school № 11 in Nizhnekamsk and entered the Kazan State University faculty of law, in December, 1999, Ilsur Metshin finished postgraduate study in department of theory and history of state and law of the KSU, faculty of law and defended master's thesis on subject "Legal system of the republic in structure of the Russian Federation (by example of Republic Tatarstan) - in Institute of legislation and comparative jurisprudence under the Government of the Russian Federation.
Having become head of Nizhnekamsk region and city in March, 1998, I.Metshin put interests of common townspeople as of paramount importance. 90 percent of the city budget has social orientation (education, public health services, housing and communal services, public transport).
In 2001, Nizhnekamsk won the All-Russia competition "The best comfortable city of Russia”.
By results of 2003 Nizhnekamsk again became "The Best comfortable city of republic Tatarstan" and the winner of the All-Russia competition on energy saving technologies.
In 2002 Ilsur Metshin, was awarded with the prize "Russian national Olympus in nomination. Best mayor of year" In 2003 for rendering positive influence on development of state and by results of rating estimation of the activity the gold award 'In Name of Russia (Saint Petersburg) was handed to him . In 2005, the Decree of President of the Russian Federation for active assistance in preparation and carrying out of the actions connected to celebrating of thousand-year anniversary of capital of Tatarstan the head of administration of Nizhnekamsk was awarded with medal "In memory of 1000-anniversary of Kazan".
In 1999 the Academy of Russian entrepreneurs elected Ilsur Metshin as honourable professor. The new head of Kazan administration is married, with three children: two sons and daughter. He is fond of football, hockey, music, likes songs of "Mashina vremeni".
On 16 October in the Kazan Kremlin Tatarstan State Counselor Mintimer Shaymiev, who is also the Chairman of the Trustees Council of the regional Revival Fund, had a meeting with the Director General of the State Hermitage Mikhail Piotrovsky, who came to Kazan to take part in a ceremony of opening a new exposition “The Yusupovs. Luxury across the Centuries” at the Hermitage Kazan Exposition Center and which has been prepared especially for the 20th anniversary of the Hermitage’s first representational centre established in 2005 by celebrations of the Kazan Millennium.
On 28 August the Rais (Head) of Tatarstan Rustam Minnikhanov and the State Counselor of the republic Mintimer Shaimiev took part in a plenary session of the National Assembly of the World Tatar Congress held with participation of about 1 thousand delegates from 68 regions of Russia and 27 foreign countries in the Tatar State Opera and Ballet Theatre in Kazan’
On 20 June the Rais (Head) of Tatarstan Rustam Minnikhanov and the State Counselor of the republic Mintimer Shaimiev attended horse races held at the International Equestrian Complex in Kazan and dedicated to Kazan Sabantuy.
On 6 June the Rais (Head) of Tatarstan Rustam Minnikhanov and the State Counselor of the republic Mintimer Shaimiev laid flowers to the monument of the Great Russian poet Aleksandr Pushkin by the Jalil State Opera and Ballet Theatre in Kazan.
