Mintimer Shaimiev: national projects in sphere of public health services solve radical questions

Reforms within the framework of national projects in sphere of public health services solve radical questions, such an opinion was stated by President of Tatarstan Mintimer Shaimiev while making comments on the second part of session of Council under Plenipotentiary of the President of the Russian Federation in the Volga Federal district. In the agenda of the session the report by the RF Minister of Health Mikhail Zurabov " On realization of priority national projects in sphere of public health services " appeared to be the second issue. "Me, as well as my colleagues, the heads of other regions, have come to a conclusion, that we up to the end yet could not represent the essence of launched reforms in the field of public health services", - Mintimer Shaimiev said. In his opinion, in the society the opinion had been created that reform is limited to increasing wages for doctors of the lowest link. However, by Mintimer Shaimiev's words, transformations are much deeper. "As a matter of fact, these steps solve radical questions", - he emphasized.

Speaking about the essence of transformations, the President of Tatarstan explained, that within the framework of reform the responsibility for treatment of patients is imposed on district doctors. "They will have their budgeting, the right to direct to polyclinics and hospitals, they will be responsible in treatment of the population fixed after them, how much it costs As a matter of fact, the doctor will be responsible for health of the patient from the beginning up to the end, and on this basis to conduct preventive work, - Mintimer Shaimiev explained.
“From my point of view, in sphere of public health services very strong ordering is expected, - Mintimer Shaimiev said . By his assessment with old thinking and on the basis of old standards it is impossible to achieve progress and develop sphere of health services. We used to count, bed population ratio in regions, how many patients were treated, how many lay in hospitals. But not this should be a parameter but health of the person", - the head of republic emphasized.
