Mintimer Shaimiev participates in session of RF President’s Plenipotentiary Envoy’s Council

October 18, President of Tatarstan Mintimer Shaimiev takes part in the Council of RF President’s Plenipotentiary Envoy to the Volga area Federal District (VFD), which started in the capital of Udmurtia – Izhevsk. The session will be held under RF President’s Plenipotentiary Envoy to the VFD Sergey Kirienko chairmanship.

Opening the session S.Kirienko noted that, today, two principal questions are on the agenda: “About the order of implementation of the Federal law No.131-FZ from October 6, 2003 “About the general principles of self-government organisation in the Russian Federation” in the subjects within the VFD” and “About implementation of national priority projects in the field of health care”. The second question was included on the RF President’s request; due to it his Aide Igor Shuvalov takes part in the session. Sergey Kirienko noted that both of the questions were introduced for debates and are at the stage when all strategic plans have already been adopted and there is only to determine a plan of concrete actions. He particularly pointed out the importance of the second question and why it is especially considered in the VFD, as the priorities for its financing are being defined meanwhile. That is why the Districts, which are ready to implement such projects, may account to be financed from the Federal Budget first.

The second part of the session was opened by RF Minister of health care and social development Mikhail Zurabov with his report “On preparation to national programme on accessibility and quality improve of health care services realization”.
