Mintimer Shaimiev: Development of republican economy is possible only on the basis of stimulating innovative and investment processes

Mintimer Sharipovich, during the recent visit to republic by the head of Minister of economic development German Gref he called the regions more actively to participate in competitions for the right of receiving financing from the federal budget. Whether Tatarstan is going to take part in this, and what projects the republic is ready to offer for competition?

We have what to offer, we have discussed the whole package of scale investment projects. First, we have presented two important for the further development of Nizhnekamsk industrial district and the republican economy as a whole of the project: on complex of " Tatneft " plants and the program of "Nizhnekamskneftekhim" development.

There is a lot of work. Construction of three main plants is planned in structure of the named complex - oil refining (by capacity on raw material 7 million tons), deep oil refining plant and petrochemical plant. Upon their commissioning in 2008-2010 about 7 thousand new highly skilled workplaces to be created. Volume of investments - up to 90 billion roubles.

The program of "Nizhnekamskneftekhim" development with total cost 12 billion roubles includes production of polypropylene (180 thousand tons), polystyrol (50 thousand tons) and polythethylene (230 thousand tons).

Further, quite interesting and perspective is the program of of " Kazanorgsintez " development costing 26 billion roubles. Within its framework by modernization of production we will increase existing capacities of production: polythethylene of low density almost 3 times, and the new product - linear and bimodal polythethylene which earlier was not made in Russia. Production of own ethylene will get increased by two and half. One more component of the project - production of plastic not having analogues in the CIS countries - bisphenol and polycarbonate.

During German Gref's visit we also have acquainted him with the project on production of rape oil. We are sure, that its realization will be a breakthrough in a branch. We shall receive powerful import-substituting own raw-material base for food-processing industry and steady order for agricultural producers not only in our republic, but also neighboring republics and oblasts. Besides construction of production on processing rape oil could allow to provide poultry-farming and cattle-breeding economy of agriculture with cheap, protein rich forage - oilseed meal. The project has been approved by the RF Ministry of Agriculture.

We also discussed with head of the RF Minister of economic development the market strategy of one of the largest machine-building enterprises in territory of our country - "KAMAZ". The point is on increasing production volumes by 2010 ( from today's 43 billion roubles) up to 100 billion roubles and attraction of necessary investment resources by means of accommodation of shares on leading stock exchanges.
