Mintimer Shaimiev: "Federal program stimulates industrial growth in Tatarstan"

Approved on these days by the Government of the Russian Federation the federal program of social and economic development of Tatarstan provides further escalating the tax base of the Republic. In a basis of it lays the increase of industrial and agricultural production volumes. President Mintimer Shajmiev told about this in interview to "Intrfax".
He has reminded, that the program covers the period from 2001 to 2006 and is connected first of all with entry of Tatarstan from the beginning of this year in a uniform financial and tax field of the Russian Federation. "After signing in 1994 of the joint Treaty about differentiation of powers and subjects of management, and also the agreement on interbudgetary relations between the Centre and Tatarstan there have developed special relations, and around of it for all six years the conversations have not stopped", - noted M.Shajmiev.
At the same time, as he said, there were few who got interested in the reasons which had induced the Centre and Republic to conclude such relations. By that period both Moscow, and Tatarstan, told M.Shajmiev, were extremely anxious with strong fall of volumes of oil recovery which had decreased up to 20 million tons per one year.
In his opinion, the period of the beginning of 90th years became one of the most difficult in a history of Tatarstan. As a result of a fire at KamAZ, the engine plant with the area of 40 hectares has burned down. Simultaneously with it the republic has collided with the environmental problems caused by intensive oil recovery.
"Collapse of the Soviet Union has resulted in a stop of construction of some large enterprises of petrochemistry, including ELAZ plant. A huge quantity of people arrived in the Republic for construction from all the Union, in a flash then remained without work", - noted Tatarstan leader." ЇThe situation developed so critical, that there was real a threat of loss by Tatarstan of the industrial and economic potential ", - he added.
Then, continued M.Shaimiev, there was obvious a necessity of accepting cardinal measures, investments, which were absent not only in the Republic, but also as a whole in the country. "Moreover, in those conditions there was even no opportunity of them to attract", - added Tatartsan president.
The leadership of the Republic has taken up an unprecedented step, having undertaken in case of granting certain tax privileges from the part of the federal centre gradually to correct the economic situation. Summing up the six-year period after signing the Treaty, Mintimer Shaimiev declared, that the republic due to this has managed to preserve not only available potential, but also to reach the planned forecasted parameters in all directions. ЇWe have carried out successfully the conversion of the industrial enterprises, and, since 1995, steady growth in the Republican economy has been fixed. The volume of a total product has reached 36 % while in the country (Russia) this parameter made from 1995 to 2000 only 6 %,ю - emphasized the head of republic.
Explaining further the contents of the program, Tatarstan leader has specified, that according to it the volume of industrial output in 2006 will make 280 billion roubles, the growth of agricultural production and a grain yield will proceed. "The growth of the oil recovery volumes, production of polythene, rubber, increase of auto production and much another is envisaged," - noted M.Shajmiev.
ЇIn case of successful implementation of the program, he noted, the tax deductions to the Centre in 2006 will achieve 36 billion roubles. This program can be named without any exaggeration an all-Russian business - project with a high degree of efficiency, the program is directed not on taking from Moscow, but opposite, with each year more and more to give there, achieving thus a gradual growth of a living standard of the Tatarstan populationю, - concluded M.Shajmiev.

On 20 June the Rais (Head) of Tatarstan Rustam Minnikhanov and the State Counselor of the republic Mintimer Shaimiev attended horse races held at the International Equestrian Complex in Kazan and dedicated to Kazan Sabantuy.
On 6 June the Rais (Head) of Tatarstan Rustam Minnikhanov and the State Counselor of the republic Mintimer Shaimiev laid flowers to the monument of the Great Russian poet Aleksandr Pushkin by the Jalil State Opera and Ballet Theatre in Kazan.
