As Mintimer Shaimiev considers, the people till now are separated from authority. Though formation of authority is a direct duty of every citizen, what our choice is - so the authority is. If to speak about a today's machinery of government and its efficiency, it is necessary to tell about the authority itself, about its branches.

From my point of view, head of Tatarstan said, the President of the country Vladimir Putin is adequate to a call of time, corresponds to those tasks which should be solved in a society at the given stage. The present State Duma is better, than first two convocations which "torpedoed" all reformatory laws. And the present reformed Council of Federation, in his opinion, the worse variant in comparison with those forms which were already. In a today's kind it has hardly the right to life. It is necessary to operate in frameworks of the Constitution where it is said about formation of Council of Federation. The upper chamber is the body solving destiny of the state. If we offered the nominees for national discussion, they would obtain more legitimacy, is sure Mintimer Shaimiev In general, in his opinion, in formation of any authority it is necessary to approach very cautiously, especially in transition period when political reforms go in separation from economic ones .

On a question of the student from Vladikavkaz about what help is rendered to the staff of higher educational institutions of republic, RT President answered, that higher educational institutions are in the federal property and are maintained due to the federal budget. The republic helps in the maintenance of the university buildings. In difficult years we had helped the students - the size of scholarships in Tatarstan was it own, today they are the same as on all Russia.

The questions sounded " What is necessary to do and what you are doing to provide availability and openness of authority? How to provide the responsibility of officials of any level for accepted decisions, actions and inactivity? " Mintimer Shaimiev named these points as most painful questions of yesterday, today's, and, probably, of the future. As he said, struggle against bureaucratism begins to seem already unpromising. Now under the order of the President of the Russian Federation, the Government is conducting administrative reform. From my point of view, it more goes so far to redistribution or reduction of functions of the ministries and departments at a federal level, said the head of republic. At the same time, we undertake certain actions that the voice of regions could be heard as well. It is necessary to reduce quantity of prohibitive instances. Where it is a lot of authority, there is bureaucracy, there is bribery. It is necessary to depart from management more. Administrative functions should decrease in process of market development!

. But, unfortunately, parallel structures are being created. Sometimes the things come to the point that the federal centre and regions begin to divide air by buckets. An environment, ecology, water, cleanliness of territory - even in such questions, not mentioning housing-and-communal l sphere. The centre wants to manage by everything from Moscow. It is unperceptive . But the main thing is that it only strengthens corruption and, as they say, the bureaucracy becomes even more viable, unfortunately.

Concerning a demographic situation in the country, Mintimer Shaimiev informed the listeners that in Tatarstan the families which have five and more children are given free-of-charge apartment.

On question from Mikhail Makaryev " Whether you support that process which is going in the Chechen Republic? " Mintimer Shaimiev answered, that people have defined during referendum on acceptance of the Constitution, and in the Chechen Republic there should be a lawfully elected president. It is will of people, I support it. I think, it is very important today for the Chechen Republic, that it is already coming to the agreement what was openly declared by the President of Russia. Also it is not necessary to be afraid to give people of the Chechen Republic large powers in structure of the Russian Federation.
