Economy growth of Tatarstan goes ahead of a schedule

On August 24, after the meeting devoted to reconstruction of the Theatre of Opera and Ballet of Kazan, President of Tatarstan Mintimer Shaimiev made a number of important statements.

There is a widespread opinion that Tatarstan is allotted a lot of money from the federal centre to celebrate the millenium of Kazan. In fact, Mintimer Shaimiev said, the federal Programme of the social and economic development of Tatarstan had been approved before the decision about financing the celebrations in the Tatarstan capital was made. The programme was adopted in light of Tatarstan entering the unified tax zone of the Russian Federation. The decision on developing the programme was made when Prime Minister of the Russian Federation Vladimir Putin was proposed as candidate for RF presidency for the first term. The president reminded about the purposes outlined in the programme. Thus, by 2005, the republic has to reach the production volume of 300 bln rubles, it will increase the taxable base of the republic. But we reached this level last year. For example, in 2006, Tatarstan has to increase assignments to the federal budget up to 30 bln rubles, and we already do it this year. In one word, Tatarstan meets its commitments ahead of a schedule.

Today, Tatarstan assigns to the federal budget much more than receives according to the programme.

When the issue of financing the celebrations of Kazan’s 1000th anniversary was on the agenda, we agreed that within this programme there would be a subprogramme for celebrations of the millenium of Tatarstan’s capital. Tatarstan annually receives some 1.2 bln roubles. Then, the programme of construction of the Kazan underground appeared. Nobody could expect that the construction would run so fast. And it runs on an equal footing of the centre and the republic.
