Party vertical to rest upon regions

“Each party has an important task of participation in preparation of the country’s development strategy”, President of Russian Federation Vladimir Putin said during the meeting with the United Russia party leaders Boris Gryzlov, Mintimer Shaimiev, Sergei Shoigu, Vaycheslav Volodin, Oleg Morozov and Vladimir Pekhtin. The meeting took place on March, 26, on the eve of the United Russia congress.

Vladimir Putin noted that he often discusses the vital economic problems with President of the Republic of Tatarstan Mintimer Shaimiev, mayor of Moscow Yury Luzhkov and other political figures – party leaders of the United Russia. According to the president of Russia, he expected regions to have a deeper insight to the national interests, and, through party influence, the federal center will feel more acute the nerve of the country development. The party vertical should be built on large federal political parties based primarily on regions and municipalities. In the opinion of co-chairman of the Supreme Council Mintimer Shaimiev, the United Russia party should be a kernel of the country’s political life.

During Vladimir Putin’s meeting with the United Russia leaders, they discussed three vital problems, including a pay rise in the budget sphere. The program of the pay rise, according to the party members, is yet to be completed, because it provides for the pay rise only for the job category funded from the federal budget. Regions are required to learn and find itself funds for the pay rise. It may result in a social outburst. The second block of questions is concerned with the rise in electricity tariffs. The party members collected two million signatures, calling regions to settle down their energy problems with the federal commission. The third group of questions is concerned with domestic producers of agricultural production. The United Russia offers to carry out the restructuring of debts of agricultural producers and their loans taken 8-10 years ago, right up to their total liquidation.

In the opinion of chairman of the Party Supreme Council Boris Gryzlov, the president actually charged the party to take part in making strategic plans of the country’s development and adjust social control of its realization.
