Business and authority: ways of interaction

28th October, there has been held the republican congress of entrepreneurs in Naberezhnye Chelny, Tatarstan. The goal of it was to discuss and plan ways of the decision of problems of Tatarstan small-scale business.

Organized under the initiative of the RT Agency of business development, the congress brought together almost 800 participants, about 500 of which are delegates of towns and districts of the republic. Mintimer Shaimiev, who is on pre-election leave, RT Prime Minister Rustam Minnikhanov, Chairman of the State Council Farid Mykhametshin, members of the Government of the republic, representatives of district administrations and public organizations took part in the forum.

Before the congress launched, delegates and visitors saw the exhibition "Innovational potential of Tatarstan" where the production of small enterprises, made by using new technologies, from different areas of the republic was submitted.

Nowadays, business is of great importance, about 17 percents of production output in the republic falls to small and medium-scale business; due to this sector of economy in which about 30 percent of able-bodied population of the republic is occupied, 10 percent of the budget is formed.

As it is known, the recent policy of the state is aimed to support this class. At the same time, despite of a number of programs (for example, allocation of credits with the state guarantees), there are many obstacles for the small and medium-scale business to develop more successfully, to be finally formed and become the basis of new democratic Russia.

The ways of protecting the businessmen of the republic, of creating conditions for development of small and medium-scale business, of improving the attitude of the authority to the private business, of stirring up the innovational activity in the republic, of applying the high technologies - all these questions the businessmen of Tatarstan raised at the forum.

According to director general of the Business development agency Igor Privalov, after 15 years of its existence the small and medium-scale business of the republic has turned into an integral part of its economy.

However it doesn’t develop evenly everywhere. For example, more than half of the representatives of small-scale business (56 percent) is concentrated in Kazan, every sixth businessman is a citizen of Naberezhnye Chelny, every sixth is registered in Nizhnekamsk. Despite positive tendencies in development of small and medium-scale business, its present rates do not meet the requirements of market economy and the level of the enterprise initiative of the citizens. The main obstacle in this way is the ineffective tax policy, the dominance of supervising bodies, the complexity of access to finance resources, the complications of the system of the accounting reporting.

Calculations show that in the republic in the sphere of business there are some 600 thousand employees, but only the half are registered. As it was found out during business and constructive conversation at the congress, in different districts the attitude to business is different. At the same time the branches of the RT Business development agency which first of all should further the development of small-scale business, now have only been opened in 25 towns and districts of the republic. In Mintimer Shaimiev’s opinion, there should be as many branches of the agency in the republic, as administrative and territorial units. This idea has got the approval of participants of the congress.

The governing body of Tatarstan is of a large help in the development of the enterprise. For example, it is supposed to allot Rbl164.9 million from the republican budget on the realisation of the target program of the enterprise development.

Such support allows to make the forecast, that on the results of this year on the share of small and medium-scale business it will turn about 17 percent of manufacture in the republic. In future, in opinion of the President of Tatarstan, this share should increase to 30 percent (to a word, the businessmen from Naberezhnye Chelny are going to achieve this parameter very soon, according to the governing body of the city). We are obliged to create all the conditions for this purpose, - Mintimer Shaimiev said, - the main thing is that there is the understanding of the situation, it is only necessary to define the mechanisms of solving the problems.

At the end of the plenary session, the delegates of the congress continued working in different sections, visited the enterprises of small and medium-scale business of Naberezhnye Chelny.
