Still no conditions for economic growth

President of Tatarstan Mintimer Shaimiev proposed in his speech at the session of final board of the RF Ministry of economic development and trade to form economic council in which ministers of economy of all subjects of the Russian Federation would be presented. Minister of economic development German Gref supported this offer.

During the session of the ministry playing a key role in formation of a social and economic policy in the country, took part the heads of Russian regions, ministries and departments, scientific and business - elite of Russia . At the board with tough estimations spoke Chairman of the Government of the Russian Federation Mikhail Kasyanov and his deputy, RF minister of finance Alexey Kudrin. The RF ministry of economic development was tasked to calculate and substantiate for close future the program on providing by year 2008 the growth rate of economy 7-8 percents. M.Kasyanov has demanded from the Ministry of German Gref to abandon slogans and move to concrete actions.

Among priority tasks G. Gref has named perfection of the legislation, developing measures on diversification of economy, normative maintenance of administrative reforms, participation in implementing tax and budgetary reform, development of mechanisms on reforming infrastructure of monopolies etc.

Substantial and outstanding was the speech at the board by President of Tatarstan Mintimer Shaimiev. He has not agreed with a position of the Government of Russia looking for opportunities of growth in other spheres, underestimating export - raw branch. We have crude oil , gas. Why one should give up the opportunities given by God ? - he asked. Tatarstan experience of " petrochemical point of growth ", giving an opportunity not only to export raw material but also to start manufacture of the popular goods based on this material , caused a big interest. Duirng the break the RF mass media journalists asked in detail M.Shaimiev, what he had meant, speaking from a rostrum that " it is necessary to share taxes? " Today the regions remain with hard collecting, hard forming taxes - as the tax on profit, head of Tatarstan explained, it puts regions in vulnerable position. Tax reforms should take into account the interests of regions.

In M.Shaimiev's speech the issues set persistently by the Russian managers were lifted: about liquidation of investment privilege under the tax on profit, deterioration of position of exporters under the new Tax code. With indignation (and here also one must be indignant) M.Shaimiev spoke that under tacit consent of the Government the foreign companies penetrate into the Russian aircraft construction, capture air-lines. But revival of domestic aviation industry would provide hundred thousand workplaces. A special pain of Tatarstan President - agriculture with which RF ministry of economic development practically is not engaged in, and is afraid to speak honestly about its problems. If we desert an arable land in the country - no need to search for more terrible country, it is the very same country. The basic riches of Russia - land. It does not work. More than 2 million tons of meat is imported, and the harvested grain is sold out abroad under below cost prices because there is nobody to feed - the livestock of cattle is reducing.

The speech by President of Tatarstan has turned out resonant, it was cited and participants of board supported it in their statements. German Gref assessed these offers as coming from a soul to which it is necessary to respond.

However, M.Shaimiev estimates an opportunity of economic growth in Russia rather with restraint. The understanding is present, but conditions for growth yet are not created.
