Amendments limit rights of subjects

President of Tatarstan considers acceptance by the State Duma in the first reading of the amendments to the federal Law on the status of deputies of the State Duma and Council of Federation a legislative arbitrariness. He declared this on December 4 in his interview with “Interfax”.

In opinion of the head of republic, according to the basic Law of the Russian Federation, the Federal Assembly is competent to pass the laws concerning only formation of the upper chamber, and its powers are precisely registered in article 102 of the Constitution of the Russian Federation. He noted that to predetermine the rights of representatives of regions in Council of Federation is a roughest infringement of rights of regions as subjects of federation.

"The slightest change of the norms fixed in a law in force is scandalous legal outrage and is directed on restriction of rights of subjects. In case of final acceptance of these amendments we shall withdraw the representatives as superfluous as they will not have an opportunity to assert the interests of republic", Mintimer Shaimiev emphasized.
