Whether are necessary for us parasitic gears or it is not necessary to divide air by buckets

During the half-hour radio-bridge between Moscow and Kazan many problems of development of Tatarstan and Russia as a whole, mutual relations of the federal center and regions, economic and social stability of the country have been mentioned.

Perhaps, one of the most interesting topics of the conversation was attitude of Mintimer Shaimiev "the oldest timer in power, patriarch of domestic policy " as Vitaly Ushkanov characterized him, was a question of the started administrative reform, " initiated by Moscow". Today it causes many problems and disputes, the main of which – how far it is necessary, and in what direction of it should proceed.

According to President of Tatarstan, in conditions of market economy developed in the country, with aspiration to construct a democratic civil society, reforms are necessary. Experience of other countries (from which, to a word, something has been borrowed and applied in administrative reform implemented today in Russia) testifies to it as well. However, so far the regions not only have not felt impact from these actions, but they cannot unequivocally estimate an event, "many for a while stay in perplexity, including Shaimiev".

I have been for a long time in power, continued he, for past time there had been many various reforms, but I do not remember, that any out of them have ended with appreciable result which could positively affect a national economy. It would be very desirable, if current reform makes more effective conducting all other reforms, would affect well-being of citizens of the country. Mintimer Shaimiev sees a negative side of this measure in establishing a huge quantity of departments carrying out functions of the yesterday's ministries - "we wanted to simplify management, but presently we do not see any simplification". At the same time, in his opinion, reform has not reached yet up to the regions - "we know only through newspapers, in dialogue with federal authorities, and nothing more because nobody consulted with regions about reform at a level of federal authority". Though today there has remained only 17 federal ministries (it seems good, they will have full powers and bear responsibility for all course of reforms), but again along side with them a huge quantity of agencies is attached, the Government comes back to system of departments. "I think, it as parasitic gear " (there is such concept of mechanics), - the President said.

Speaking about forthcoming celebrating a 1000-anniversary of Kazan and preparation for this significant anniversary, Mintimer Shaimiev, in particular, noted, that today when the idea is soaring in a society about the Euroasian cooperation, this holiday gets a special meaning. Especially, as known, the capital of republic, and the Kazan Kremlin have been included in a calendar of UNESCO and belong to a world heritage. By the way, work on preparation for anniversary of Tatarstan capital has captured attention of Yaroslavl leadership which delegation visited republic on the eve. And the parties have come to opinion, that actions and character of preparation for a 1000-anniversary of Kazan are more acceptable to Yaroslavl, which also is preparing to celebrate a 1000-anniversary, than actions within the framework of preparation for a 300-anniversary of Saint Petersburg.

During radio-bridge the issues were touched discussed on May 12 at the meeting of President of the Russian Federation Vladimir Putina and President of Tatarstan Mintimer Shaimiev - about tax changes concerning oil branch (if we aspire to stability, it is impossible to change every year tax game rules, without consideration specificity of the regions), about support of domestic air-builders ( what scientific - technical progress we can speak about if the country does not build planes) and about other issues. Mintimer Shaimiev answered questions of the journalist what branches of economy Tatartsan have managed to adapt for the market, how reforming of power system of republic is going on. Vitaly Ushkanov asked about the one to whom the President of Tatarstan would like to transfer the course of all his life - native Tatarstan for which so much forces, spirit and nerves have been invested.

Answering last question, head of the republic emphasized, that chiefs of regions should not consider their work on the post, as favor: "we voluntary go for elections, we struggle for us to be elected. Therefore we do make nobody favors, it is our duty, trust of people. And we should be ready for this , whatever difficulties we face". And one more. Those who go to power, should love people. For the leaders who do not love people, it is no need to do it, Mintimer Shaimiev considers.

As to successor, that, according to the President, further, the authority in Tatarstan by means of democratic elections will be trusted to people which today directly are serving for the republic, operate in interests of its inhabitants. And there are a lot of such people. We have a very good team - young vigorous Government which is working with skill, very stable parliament, well - prepared chiefs of city and region administrations, said President of the republic.
