I. Political stability and effective reforms for human benefit

- we have managed to find a way meeting interests of the Tatarstan people

- the republicІs set of values has been formed (common understanding of the sovereignty of federal relations; need for development of languages and cultures of peoples of the republic; interethnic and interconfessional balance of interests; assertion of democratic values; support for freedom of speech);

- TatarstanІs sovereignty was and is a base concept for the development of internal policy, relations with the federal center and external connections of the republic;

- way of Russian federalism development considering the opinions of both the center and regions;

- sovereignty is based on interethnic, interconfessional, civil consent achieved through free development of languages and cultures of TatarstanІs peoples, dialogue of confessions, mutual understanding between different authorities, cooperation of state bodies and mass media;
