Mintimer Shaimiev: Only with a self-sufficient leader in Chechnya, we can expect the adoption of its new Constitution
19 November 2002, Tuesday
Tatarstan President Mintimer Shaimiev considers that Chechnya needs a leader who would have an unconditional authority with the republican population. At the same time the President underlines that the leader must have a position clear both for the population and for the federal center. The activity of such a leader as a head of the republic and his consolidating role can be based only on the principle of territorial integrity preservation of Russia and Chechnya as a subject of the RF.
M. Shaimiev is sure that “It must be a man, who will assert Chechen people’s rights”
He has no doubt that with an authoritative leader, whose opinion will be taken into account, the federal authority could solve many problems in Chechnya.
“Only with a self-sufficient leader in Chechnya, we can expect the adoption of its new Constitution, conducting a Referendum and formation of the efficient bodies of state authority”, concluded M. Shaimiev.
