3 March 2004, Wednesday
RT President Mintimer Shaimiev believes that the appointment of Mikhail Fradkov for the position of prime-minister will allow to keep the reforms under control.

“He is an expert who knows well the system of foreign economic interaction, as well as the tax sphere”, M. Shaimiev told Interfax commenting on the appointment of the new prime-minister.

The President emphasized that due to the situation in Russia, it is of great importance that the person appointed for the position in question is to be intelligent enough to know the world and how the market economy works in the developed countries. He also added that the issue is worth considering when the effectiveness of the government and the liberalization of economy are concerned.

He thinks that M.Fradkov will come up with optimal staff of the new government. In this connection, the President expressed confidence that the experience and knowledge of the new prime minister will allow him to achieve the goal of building a competitive economy.

M.Shaimiev said that they worked together when Mr Fradkov was responsible for foreign economical issues of the USSR.

He went on to say that Tatarstan purchased earlier and still imports a great deal of equipment, necessary for oil and petrochemical industries. “Kamaz” was built with the help of foreign equipment, and we often applied to the Ministry of foreign economical issues and consulted M.Fradkov”, M.Shaimiev informed.

Besides, the republic deals with many foreign partners, and it is not a secret how hard it is to overcome bureaucracy, taking into consideration, meanwhile, the economic security of the country.

“We always came up with solutions. That is why he remained in my memory”, M.Shaimiev said.

The President marked that many federal officials are still under the influence of the past. This has to do with their loyalty to false principles, which hold back the reforms. But they are supposed to create favorable conditions for the development.

“M.Shaimiev is convinced that it is no good talking about real market reforms without opportunities for development and creating the necessary conditions for native commodity producers, and liquidation of limitations.

In his point of view, Mr Fradkov, having experience of the RF Representative in the European Union, do not have to change his principles, because he knows very well how the state machinery works in the foreign countries, which enter the EU.

“It is important to note that Mikhail Fradkov is a person free from the influence of oligarchs and the like, that could be an obstacle for the new government”, the President concluded.
