Motion to dissolve regional parliaments contradicts Constitution - Shaimiev

The initiative to dissolve a legislative body of a subject of the Federation in case it does not confirm the candidacy of the head of the region proposed by the president contradicts the RF Constitution, Tatarstan President Mintimer Shaimiev believes.

“In case the body of state power rejects – here we are talking about the regional parliament – the candidacy to the post of the head of the region, the RF President does not have the right to dissolve this parliament”, M. Shaimiev declared in an interview to “Interfax-Povolzhje”.

Advancing his position, he referred to article 85 of the RF Constitution, in accordance with which the President of the Russian Federation may use conciliatory procedures to solve disputes between the bodies of state authority of the Russian Federation and bodies of state authority of the subjects of the Russian Federation, in case no agreed decision is reached.

And even more so, he shall have the right to submit the dispute for the consideration of a corresponding court.
