Congratulatory speech on the state holiday of Tatarstan - the Constitution Day

Dear people of Tatarstan! On behalf of the State Council and the Government of the republic, on my own behalf I warmly congratulate you on the state holiday of Tatarstan - the Constitution Day!

The constitution of the republic was adopted in a historical period of change and reflected an aspiration of the multinational people of Tatarstan for civil peace and equality, social justice and spiritual and moral revival, effective development and well-being. Guided by the constitutional principles, the republic has been successfully developing over these sixteen years, providing economic growth, better life and social stability, stronger course of law and order.

The status of Tatarstan has always had a principle meaning in the republic's constitutional law. Today, basing on contractual relations with the Russian Federation consolidated by the federal legislation, the republic makes a significant contribution to the development of its statehood and helps strengthen the country's unity and power.

The constitutional legislation is an inseparable unity of rights and duties of citizens, state bodies, the public. Such understanding corresponds to the present stage of social development. The Tatarstan constitution attaches principle importance to guarantees of individual rights, as well as to the development of public initiative and self-organizing of citizens. A confirmation to this fact is activities of the Council of municipal formations, the Public chamber, the Assembly of peoples of Tatarstan, religious and other public organizations. We recognize that the effective local self-management, influential public associations is a source of power for the state.

At present time, Tatarstan demonstrates maturity and makes firm steps in its development. We see state-of-the-art production units opening, houses equiped with modern amenities and quality roads being built, new medical centers, sport and cultural establishments coming into being, science and education developing. All these strengthen our feeling of pride of our home republic, and statehood based on the Constitution of the Republic of Tatarstan is a strong guarantee of our successes.
