On 24 July, OAO KamAZ was visited by Minister of Regional Development of the Russian Federation Viktor Basargin, accompanied by Prime Minister of the Republic of Tatarstan Rustam Minnikhanov, Mayor of Naberezhnye Chelny City Ildar Khalikov, First Deputy Director General of OAO KamAZ Yury Klochkov and top executives of large industrial Trans-Kama enterprises.

On 24 July, immediately after his arrival to Begishevo Airport, Minister of Regional Development of the Russian Federation Viktor Basargin made a helicopter flight over the future complex of oil refining and petrochemical plants in Nizhnekamsk and held a working meeting in the construction headquarters.

On 24 July during his visit to Kazan, Minister of Regional Development of the Russian Federation Viktor Basargin inspected the progress of implementation of 112 and GLONASS projects and studied the operation of the system of electronic documentary interchange and the system of providing public and municipal electronic services with the aid of informants in the E-Government of the Republic of Tatarstan.

Deputy Minister of Counstruction, Architecture and Housing of the Republic of Tatarstan Irek Fayzullin stated in the press-conference that German investor is to build a 4th thermal power plant near the Republic Children’s Clinical Hospital in Kazan. German company "PvT Capital" is developing a project and will build a thermal power plant at its own expense. At the beginning the plant will give out 50 megawatt of electricity and 100 megawatt of heat which will be enough for the several city objects like Universiade Village, Academy of Tennis, both Republic Clinical Hospitals etc.

Despite the reduced volumes of commercial housing construction, Kazan expects an increase in “social mortgage” dwelling construction. According to the Office of Residential Approvals of the Kazan Executive Committee, the total floor space of the apartments being built will double from 148,900 square metres in 2008 to 302,600 square metres this year.

The cost of the new tunnel-boring machine Aisylu manufactured by one of the French companies is 8,499,000 Euros. This was announced by Head of MUP Kazmetrostroi underground construction company Marat Rakhimov during a press conference devoted to the second stage of Kazan underground construction. M. Rakhimov also said that last week he visited Le Creusot in France together with Head of Kazan Executive Committеe Rafis Burganov, where a Certificate of Acceptance of a new tunnel-boring machine made by NFM-Technologies was signed. The machine is designed for the construction of second underground line in Kazan. Traditionally, the machine received a female name Aisylu, which means “moon beauty” in Tatar.

Scientists of Synthetic Rubber Technology Chair from the Institute of Polymers (Kazan State Technical University) received a grant in the amount of 6 million Roubles for research in the field of nanotechnologies.

Strategies for further development of higher school institutions were presented on 21 July in the Kazan City Hall by principals of Tatarstan universities. Each strategy was elaborated with the participation of experts from the World Bank within the framework of development of the entire educational system in the republic.
