The agreement was signed on October 8 in Moscow in the presence of Russia Prime Minister Vladimir Putin.

In Russia, Hillary Rodham Clinton will visit not only Moscow but also Kazan. According to Assistant Secretary Philip H. Gordon, the choice of Kazan as a second city in Russia is explained by Hillary Clinton’s desire “to learn more about Kazan’s experience in fostering tolerance and promoting interfaith dialogue.”

A grandiose Vienna Ball will be held in Kazan for the first time in May 2010. Chairman of Vienna Ball committee Elizabeth Smagin-Melloni made a presentation of the unique project on October 7.
