President of Tatarstan Mintimer Shaimiev, the co-chairman of the "United Russia", believes that the pre-election debates are to be broadcast in real time as they occur. M. Shaimiev expressed this opinion when interviewed by "Interfax". "Debates should be broadcast live, but with the consent of candidates and under the agreement with telechannels, without any inteference", - added M.Shajmiev, being currently on leave in accordance with election legislation, as the head of the republic is a candidate for the State Duma under the federal list of the "United Russia".

October 24, Chairman of the State Duma of the Russian Federation Gennady Seleznev arrived in Kazan for a one-day visit. Chairman of the RT State Council Farid Mukhametshin, heads of administrations of Kazan Kamil Iskhakov and Laishevsky district Alexander Timofeev met him at the airport. Now, deputies of the State Duma work in districts, there is a break in plenary sessions till November 18, - Gennady Seleznev said on the arrival at the airport. - I decided to take advantage of this pause to visit several subjects of the Federation.

Since October 22, according to the federal law on elections of deputies in the State Duma, which orders to the civil servants of “A” category to leave the professional duties for the period of a pre-election campaign, President of Tatarstan Mintimer Shaimiev is on pre-election leave, as he is in the federal list of candidates of the State Duma of the fourth convocation from the political party "United Russia". This was stated by the head of the republic on October 22 in the Kazan Kremlin at a meeting with journalists of republican mass-media.

Issues of a big potential for cooperation of Japan and Tatarstan and opportunities of its realization in various spheres of economic and cultural life were discussed at a meeting of President of Tatarstan Mintimer Shaimiev and Ambassador Extraordinary and Plenipotentiary of Japan to the Russian Federation Issei Nomura, held on 21 October in the Kazan Kremlin.
Today, the both sides attach importance to development of mutually beneficial cooperation in all spheres of life.

All-Russia zone meeting “Strategy of development of a building complex of the Russian Federation on prospect till 2010" has started in Tatarstan today. Deputy Prime-Minister of the Russian Federation Vladimir Jakovlev and Chairman of the State Committee of the Russian Federation on Construction and Housing Complex Nikolay Koshman arrived in Kazan yesterday for participation in the meeting. The guests were met at the airport by President of Tatarstan Mintimer Shaimiev, first deputy Prime Minister of the RT Ravil Muratov, RT Minister of Construction, Architecture and Housing Marat Khusnullin, Kazan Mayor Kamil Iskhakov, and other officials.

Today saw the All-Russia zone meeting on problems of development of a building complex in the Russian Federation till 2010 start working in Kazan. More than 250 heads of krais, oblasts, and also building organisations and enterprises of building industry, led by Vice-Premier of the Russian Federation Vladimir Jakovlev, arrived in the capital of Tatarstan from the central and southern zones of the Russian Federation.

A letter of Mr. V. Kalamanov, the permanent representative of the Russian Federation to UNESCO, saying that the 32-nd session of UNESCO’s General Conference passed the resolution “1000-anniversary of the founding of the city of Kazan”, and that the anniversary of Kazan is inscribed in UNESCO’s Calendar of memorial dates, was received in the name of Tatarstan President Mintimer Shaimiev.

September 20, at the Column hall of the House of Unions III Congress of the political party "United Russia" took place. The delegates of the congress have generated lists of candidates to the State Duma of Federal Assembly of the Russian Federation and discussed the party program on development of Russia for the nearest four years. In the Presidium of the Congress elected were Chairman of the supreme council of the party Boris Gryzlov, co-chairmen of the supreme council the RT President Mintimer Shaimiev, Moscow Mayor Jury Luzhkov, the RF Emergency Minister Sergey Shojgu.

September 15, 2003, the President of the Republic of Tatarstan enacted law on introducing amendments and addenda into articles 69, 70, and 88 of the Constitution of the Republic of Tatarstan. Under the enactment, the State Council of the Republic of Tatarstan will consist of 100 deputies, the part of which will work on a constant basis. A special law will establish the number of those deputies.
