RT President Mintimer Shaimiev received a telegram from the President of "Academy of Russian Television", Vladimir Pozner, and the President of National Association of TV & Radio Broadcasters, Eduard Sagalayev, with gratitude "for warm welcome and assistance in carrying out the final part of the Central section of All-Russia television competition TEFI-Region 2003 ".

November 18, there was a great opening of the sculptural composition “Architects of the Kazan Kremlin”. Co-Chairman of the Higher Council of the “United Russia” party Mintimer Shaimiev took part in this distinctive event.
The sculptural composition was designed by the group of the following authors: Alexander Golovachev, Vladimir Demchenco and architect Rustam Zabirov in 2001 and it was intended to be the monument in the name of the prominent white-stone masters – builders of the Kazan Kremlin.

Cultural-athletic sports centre “Kaleidoscope” named in public as “Aquapark” opened its doors on 14 November in Tatarstan.
It is important to note that almost each big European city has in its infrastructure a similar complex. On the whole there are 700 various complexes of the type world over. This Kazan project is planned to combine what in the city is located separately or is lacking – swimming pools, water hills, bath complex, centre of medical prophylactics and diagnostics, system of bistros and restaurants.

November 15, the Co-chairman of the Higher Council of the "United Russia" political party, Mintimer Shaimiev, sent greeting to participants of the V Congress of the social-political movement "Tatarstan - New Age".
"The Forum of the social-political movement "Tatarstan - New Age" takes place in a crucial period of the pre-election campaign. Results of the elections of deputies to the State Duma will determine alignment of political forces, and so, character of activity of federal and republican authority up to the end of 2007". This was said in the greeting announced at the congress by the Head of Administration of the RT President Ekzam Gubaidullin.

November 10 saw the grand ceremony of placing the capsule containing message to future generations take place in Nizhnekamsk, marking the official beginning of construction of the plant of deep oil refining. The Co-chairman of the Higher Council of the «United Russia» party, Mintimer Shaimiev, attended the event.

November 4, Mintimer Shaimiev with the official delegation of the Russian Federation leaves for Italy. During the working visit scheduled from November 4-6, President of the Russian Federation Vladimir Putin will meet President of Italy Carlo Adzelio Champi, and will also carry on negotiations with head of the government Silvio Berlusconi. It is expected the big package of documents on development of bilateral agreements in various areas of the Russian-Italian cooperation will be signed.

Last night, the delegation of the Kaliningrad oblast led by Governor Vladimir Egorov arrived to international airport "Kazan" with a special flight from Kaliningrad. At the ladder, the visitors were welcomed by the co-chairman of the Higher Council of the "United Russia" party, Mintimer Shaimiev, and the RT Prime Minister, Rustam Minnikhanov. Talking to journalists, Mintimer Shaimiev and Vladimir Egorov marked that during the 4-day stay of the delegation to Kazan, it is necessary to make very much for strengthening and development of social and economic and cultural ties between Tatarstan and the Kaliningrad oblast.

28th October, there has been held the republican congress of entrepreneurs in Naberezhnye Chelny, Tatarstan. The goal of it was to discuss and plan ways of the decision of problems of Tatarstan small-scale business. Organized under the initiative of the RT Agency of business development, the congress brought together almost 800 participants, about 500 of which are delegates of towns and districts of the republic. Mintimer Shaimiev, who is on pre-election leave, RT Prime Minister Rustam Minnikhanov, Chairman of the State Council Farid Mykhametshin, members of the Government of the republic, representatives of district administrations and public organizations took part in the forum.

October 29, Mintimer Shaimiev took part in work of session of State Council of the Russian Federation. Members of the RF State Council discussed transport policy, in particular problems of optimisation of financing of projects, efficiency of interaction of the state and private business in this sphere, safety of passengers and security of the transport system and other pressing questions. The session was fronted by President of the Russian Federation Vladimir Putin.

October 25, Tatarstan President Mintimer Shaimiev, being on pre-election leave, met with representatives of Muslim communities of the republic in the RT Muslim religious office (MRO). This traditional gathering before the sacred month Ramadan brought together Chairman of the RT MRO mufti Gusman khazrat Iskhakov, chief kazyi of the RT MRO Gabdulkhak khazrat Samatov, chairman of the council of ulems of the RT MRO Ramil khazrat Yunusov, imams of mosques, et al. Discussed were the problems of Muslim congregations, the number of which today exceeds a thousand in Tatarstan, and Muslim education.
